No, and more than likely the key-way in the steering shaft spline that is rusted in place now from lack of service, or grease when installed.

The blue wrench (Propane torch) might help, but be real careful and just get the steering wheel "hub" warm and not the shaft it's self so it expands way from it... Just be mindful you have a lot of stuff that can torch up real quick (like penetrating oil residue) when using it!
 
Ok here she is with the new wheel installed....had to rent a larger puller and then with a couple taps the old wheel popped right off. Thanks Dave!!
