If you need to slow down your boat for fishing you could look at an electronic idle speed controller. I have one on my 195CC and it slow down the idle to 700rpm. I troll at 1.2 mph with a 150hp Mercury four strokes.
I use a device called an EasyTroller that mounts to the motor's anticavitation plate. It works very well.
But I must confess I never heard of the electronic idle speed controller until now and it may be a better solution if it will slow you down enough (we troll for some species at 0.5-1.0 knots).
