I've often wondered whether that specification in the Triumph Manual is correct, or if it might be a misprint. The maximum engine weight for all the 195 series is 565lbs with max power of 150hp (my 195CC placard actually says max 175HP). My Suzuki DF150 weighs 485lbs. Added Bob's Action Jack plate adds another 49lbs for a total of 534lbs. Seems unrealistic that the 215CC would be limited to 500lbs.
However, your point is well taken, since most 215CCs that are listed for sale do have 150hp outboards.
My assumption was also that it was a misprint - it certainly does not make sense. I'm willing to look into the ones with 150 HP, but I wonder if there is any way by which we can find out if there is a reason as to why the 215cc might have a lower weight tolerance than the 195.
